Big gains for Vlaams Belang?

As my PC is still knackered I am unable to browse the web as I would like for research and my posts have to be kept short - well, shortish.

However, from what little I have seen it appears that the Belgian elections have seen significant gains for Vlaams Belang (Flemish Interest) in most of the northern area of Belgium. The exception being Antwerp where the massive immigrant influx has tipped the balance in favour of the Socialists. Brussels Journal has more on this. Vlaams Belang are in favour of an independent Flanders.

A couple of questions spring to mind.

Do they allow non-Belgians to vote in Belgian elections?
Are non-British allowed to vote in elections here?

If the answer to these questions is "yes" - then why is this allowed? Are we mad?
