What's the point? (1)

The BBC is fined £400,000 for misleading viewers over phone in contests.

Presumably that money is paid into the "public purse" - but hang on, that £400,000 came out of the public purse in the first place, so it actually is costing the BBC nothing.

But the cost of transferring that £400,000 from us to the BBC and back again will have cost us probably half as much again.

What was the point?
